Strengthening El Salvador’s National Entrepreneurship Policy

The DINAMICA Initiative presents its progress before the CAE Advisory Entrepreneurship Council in the framework of the National Entrepreneurship policy.

San Salvador, September 29, 2017. The Central American Bank for Economic Integration (CABEI), the Government of Germany through KfW and the European Union through its Latin American Investment Facility (LAIF) presented the progress of the DINAMICA Initiative during the XXI Meeting of the Advisory Entrepreneurship Council (CAE). 

CAE was created within the framework of El Salvador’s National Entrepreneurship Policy and emerged as an entity for the articulation, advice and consultation on the execution of policy actions. Likewise, it is part of the National MSME Development System, which was created by legislative agreement in the Law of Promotion, Protection and Development of Micro and Small Enterprise.

More than 40 institutions linked to the Salvadoran entrepreneurial ecosystem participate at the CAE meetings, including academia, state portfolios, cooperating entities, autonomous organizations, financial institutions, NGOs, Dynamic Business Development Centers, MSME associations and municipalities, among others. The council is presided over by the National Commission for Micro and Small Enterprise (CONAMYPE).

At the working meeting, CABEI Country Manager for El Salvador, Mr. Raúl Castaneda, gave the welcoming speech and ratified the Bank's commitment to providing support to entrepreneurial MSMEs. The meeting was led by CONAMYPE Executive Director, Ms. Ileana Rogel. 

Among the subjects to be discussed were aspects related to the design of the articulation model for the CAE institutions; a proposal to update the National Entrepreneurship Policy; and activities related to the Global Entrepreneurship Week, the Salvadoran Emprende Strategy and the II National Entrepreneurship Forum on "Entrepreneurial Financing."

The DINAMICA Initiative promotes Micro, Small and Medium Enterprises (MSMEs) and seeks to strengthen the MSME business ecosystem, especially for new, young and/or innovative MSMEs, in addition to streamlining the financial sector at a regional level in order to promote adequate access to financial services for these Central American MSMEs.
