Project executing units trained on national norms

The initiative aims to strengthen local capacities regarding such issues as project procurement.

Tegucigalpa, November 20, 2017. - The Central American Bank for Economic Integration (CABEI) together with the Inter-American Development Bank (IDB) facilitated the National Procurement Policy Workshop for members of the executing units who are managing projects financed by these multilateral development organizations in Honduras.

The workshop was given by the State Contracting and Procurement Regulation Office (ONCAE), which is the technical and consultative body of the Honduran government that dictates the guidelines for developing or improving contracting systems. ONCAE representatives addressed issues including the procurement system, regulatory and normative frameworks and the different contracting modes: tenders, contests, direct purchases, etc.

Initiatives such as this enable the executing units to understand and apply local requirements in order to meet the demands of both the country and the financer, thereby streamlining the dynamics between the parties.

This is a CABEI pilot project that aims to be replicated in the rest of Central America in collaboration with other multilateral and State offices that regulate public procurement, thus promoting the empowerment of those who participate in processes for the development of works with the ultimate goal of achieving the social and economic development of the region’s inhabitants.
