Héctor Javier Guzmán, Secretary of CABEI
Héctor Javier Guzmán is the Secretary of the Bank and holds a Bachelor's Degree in Legal Sciences, with a Master's Degree in Finance from Universidad Adolfo Ibañez and ESADE Business School. He is also a Professor of the Faculty of Legal Sciences at the National Autonomous University of Honduras (UNAH). Among the institutional transformation processes in which he has participated during the last three decades is the implementation of CABEI's Access to Information Policy.
Federico López, CABEI Access to Information Officer
Federico López is in charge of leading the Bank's Access to Information Unit. For more than a decade, his career has focused on institutional transformation initiatives with an emphasis on human rights, transparency, access to information, sustainable development, change management, innovation, among others. He has worked for the Inter-American Commission on Human Rights of the Organization of American States (IACHR/OAS), Inter-American Development Bank (IDB), USAID/PACT projects, among other national and international organizations, including the private sector. He is a Salvadoran lawyer, graduated from the Universidad Centroamericana "José Simeón Cañas" (UCA) and has a Master's Degree in Human Rights Protection from the Universidad de Alcalá, Madrid. Additionally, he has a specialization in Corporate Social Responsibility from the European University of Business (EUDE), among other studies. He has been a visiting professional at the Inter-American Court of Human Rights in Costa Rica, interned at the Ombudsman of Madrid and was also a Rómulo Gallegos scholarship holder at the IACHR and the IberoAmerican Federation of Ombudsmen (FIO).
Alejandra Naser, Specialist in Public Management and Open Government Area at ECLAC (guest editor)
Alejandra Naser, a Chilean national, is a Civil Engineer in Computer Science from the University of Concepción, Chile and holds a Master's degree in Information Technology from the University Federico Santa María, Chile. In her more than twenty years of professional career, she has taken several specialization courses in the areas of information technologies and systems, modernization of the State, public innovation, open government, open data, among others.
Between 1993 and 1997 she held senior office positions in the public and private sector in Chile. At the end of 1997, she became a permanent professional of the United Nations, working as a specialist in information technologies, digital government and open government at the Latin American and Caribbean Institute for Economic and Social Planning (ILPES), part of the Economic Commission for Latin America and the Caribbean (ECLAC). She has led research and technical assistance projects in several countries in the region and has coordinated international courses for the training of professionals throughout Latin America. She has also published more than twenty analytical and research papers in her areas of expertise.
