CABEI and GCF sign cooperation agreement on development impact assessment.

Incheon, August 19, 2019.- In order to contribute to the impact evaluation framework regarding financed activities, the Central American Bank for Economic Integration (CABEI) and the Green Climate Fund (GCF) signed a memorandum of understanding to apply a system of evaluation and assessment of impact results for projects designed to increase climate change resilience of Micro, Small and Medium Enterprises (MSMEs) in the region within the framework of the Productive Investment Initiative for Adaptation to Climate Change (CAMBio II).

CABEI and GCF have maintained a fruitful relationship since the Bank's accreditation in 2016 as an Accredited Direct Access Entity, which was granted without conditions and provides CABEI with the capacity to mobilize resources in all available categories and windows of that entity.

CABEI Executive President, Dr. Dante Mossi, commented that the purpose of the agreement is to increase the capacity of CABEI and GCF to measure the results and impacts caused by activities financed through CAMBIO II by means of a combination of technical work that aims to improve the quality of the collection of baseline and end-line data, in addition to building and measuring real-time implementation monitoring systems, as well as establishing the foundations for future collaborations between both organizations.

Based on the aforementioned agreement, both institutions agree to promote evaluations as a means to inform and measure the general effects caused by interventions to help the GCF-financed activities, as well as to promote the use and streamlining of main tools and methodologies for the application of the Learning-Oriented Real-Time Impact Assessment Model (LORTA), which consists of experimental designs to measure the causal change attributable to GCF projects, and is consistent with the CABEI Development Impact Evaluation System (SEID).

CABEI reaffirms its commitment to continue supporting the development of projects that seek a greater impact on the resilience and adaptation to climate change of Micro, Small and Medium Enterprises (MSMEs) in the region.
