CABEI and GCF design impact assessment framework for the CAMBio II Program.

Tegucigalpa, November 04, 2019.- With the goal of sharing the methodology of the Program, "Learning-Oriented Real-Time Impact Assessment (LORTA)," the Central American Bank for Economic Integration (CABEI) received a mission from the Green Climate Fund (GCF) to design the Impact assessment framework for the CAMBio II Program.

During the work meetings, the designs to measure the causal change attributable to the GCF projects were presented, thus strengthening the relationship between both entities through the streamlining of the CABEI Development Impact Assessment System (SEID).

The meeting highlighted the importance of the GCF Independent Evaluation Unit's (IEU) visit to jointly design the impact evaluation framework of the Productive Investment Initiative for Adaptation to Climate Change (CAMBio II Program), which has been the first operation approved by GCF to CABEI as an accredited direct access entity.

The LORTA methodology will allow measuring real time impacts carried out by CABEI through the implementation of the CAMBio II Program. Furthermore, the methodology will be shared with all the different CABEI divisions.

In addition, the implementation of the methodology has the support of the Center for Evaluation and Development (C4ED), which is based in Germany, and works with programs and projects at all stages, from the design and pilot phase to scaling by means of impact assessment, scientific analysis and capacity development. The mission includes experts and specialists from the center, who will hold meetings during the week with officials from the different CABEI areas related to the implementation of the program, environmental and social safeguards and development impact assessment.
